The head of the Russian Accounting Chamber, Boris Kovalchuk, floated the idea of monitoring prices in the digitalization sector once the moratorium on auditing IT firms winds down. This position was shared during remarks to the Court of Accounts, as reported by RIA Novosti.

Kovalchuk underscored that digitalization stands as a core focus for the Chamber, but the pricing of goods and services in this area requires clearer understanding. He noted that a temporary pause on business inspections had been put in place a few months earlier to support developers, yet now authorities may begin scrutinizing IT companies more closely.

The official also raised concerns about how typical contract outcomes are shaped. He observed that buyers often do not pinpoint a clear winner, and decisions can hinge on behind‑the‑scenes arrangements among vendors and integrators.

“I have seen firsthand how a product’s price is sliced through the chain: from seller to customer via the dealer and the middleman, then to the integrator. In many cases the customer doesn’t actually decide the winner, because deals are arranged lower down, between the vendors and the integrator,” he commented.

In related governance, Maksuta Shadayev, who serves as the Minister of Digital Development of the Russian Federation, has been noted in prior parliamentary oversight, signaling ongoing government attention to this sphere.
