The appeal highlights a particular interview in which Kozlovsky urged Russian citizens to join protests and express anti-government sentiments, a stance that has drawn sharp responses from social activists and observers. Given the visibility of Kozlovsky’s public statements, FPBK asserts that the actor’s actions could carry signs of administrative offense under Part 1 of Article 20.3.3 of the Code of Administrative Offenses of the Russian Federation, and it forwarded the matter to the Prosecutor General’s Office for assessment.
