Speaking through his press secretary, the Russian administration signaled that a portion of the grain accord remains unfinished and not yet put into effect. The remarks came as Moscow emphasized that the second and more contentious element of the Black Sea grain agreement still requires concrete implementation. Officials described ongoing discussions with United Nations representatives and other concerned states, underscoring the importance of moving forward with this portion of the pact and the expectations attached to it.

According to statements from the Kremlin, progress hinges on the full execution of the agreement’s remaining provisions. Kremlin spokespeople stressed that, up to now, this segment has not been completed or enforced, and that the government is watching for concrete action to align with the commitments previously agreed upon. The emphasis here is on ensuring all aspects of the deal, including any measures related to Ukrainian food exports, receive timely and verifiable implementation.

Earlier communications included a phone discussion on April 3 between Russia’s deputy foreign minister and Martin Griffiths, the Emergency Coordinator for Humanitarian Affairs at the United Nations. During that call, Russian officials reiterated the position that the Black Sea initiative should continue, particularly the track related to food exports from Ukraine. The exchange highlighted the ongoing interest from Moscow in maintaining routing and oversight mechanisms that could keep grain moving where it is needed, while also addressing concerns about associated infrastructure and transport arrangements, including references to the Togliatti-Ammonia pipeline in nearby regions.

On the same date, Russia’s permanent representative to the United Nations conducted a briefing in which the Russian side reiterated that the portion of the deal governing food and fertilizer shipments still faced operational obstacles. The diplomat indicated that measurable progress had not yet been achieved, signaling a continuing expectation that the agreement’s authors would deliver the promised outcomes and that all parties would fulfill their respective responsibilities for a stable and transparent export corridor.
