RBC: The Ministry of Finance of the Russian Federation proposed changing the distribution of income tax by regions

The Ministry of Finance of the Russian Federation has proposed a new distribution of income tax by region for companies with separate subdivisions (branches). This has been reported RBC.

The Ministry emphasized that at the moment the amount of income tax is paid mainly to the budgets of the regions of the Russian Federation, where a greater number of jobs are created and where the bulk of their production capacity is located. While such a mechanism is economically justified, the wage level in regions can differ significantly.

The publication notes that in order to distribute income tax more equitably, the Ministry of Finance of the Russian Federation proposes to distribute it according to the number of employees and the cost of fixed assets, eliminating the possibility of using the wage fund indicator. Such changes are now being prepared in the department.

Former Russian Finance Minister Anton Siluanov knowledgeablereported that the ministry has prepared new budget rules that will limit spending from the National Welfare Fund (NWF) and prevent it from being completely depleted.
