There was a fine from the TTC (Moscow) for exceeding 1 km/h. It’s too late to file a complaint, but for the future I’d like to know: is this overrun covered by the camera’s own fault?

According to the national standard GOST R 57144-2016 “Special technical means that work in automatic mode and have the functions of photography, filming and video recording to ensure traffic control. General technical requirements» the limits of the permissible error when measuring the speed of vehicles shall not exceed:
- ±2 km/h at speeds up to 100 km/h, ±2% at speeds above 100 km/h — for technical means for automatic photo and video recording with vehicle tracking algorithm;
- ±3 km/h at speeds up to 100 km/h, ±3% at speeds above 100 km/h — for technical means of automatic photo and video recording without a vehicle tracking algorithm.
At the same time, part 2 of Article 12.9 of the Code of Administrative Offenses of the Russian Federation establishes liability for exceeding the established speed by more than 20 km/h (but not more than 40 km/h).
As you can see, the indicated threshold value exceeds the permissible measurement errors many times over, so that we can be sure of the legality of the decision in the event of an administrative violation.
