The Bank of Russia also proposed providing credit holidays to mobilized citizens and asked banks and microfinance organizations not to charge fines and penalties under contracts, to suspend collection of delinquent debts and not to evict them.
Andrei Klishas, head of the Federation Council Commission on Constitutional Legislation and State Building, said in turn that the right of citizens mobilized in accordance with the presidential decree to credit vacation days and loan restructuring should be enshrined in law.
