The Ministries of the Interior of Russia and Belarus have concluded an agreement on the mutual recognition of administrative offenses and the enforcement of traffic decisions. A similar agreement existed before, but was not technically and electronically backed up. This allowed traffic violators to avoid punishment. For example, after losing the right to drive a vehicle in Belarus, when returning to Russia it was possible to declare the loss of a driver’s license. And get a new one without any consequences. These loopholes appear to be closed.
How it works
We are talking about setting up an automatic exchange of data about violations. Before that, the cameras perfectly distinguished the license plates of the offenders, but they did not know who to issue receipts to – information about the Russian owners of cars was absent from the Belarusian traffic police and vice versa.
Now it will be different. A Russian who, for whatever reason, has not paid the fine received there during his stay in Belarus, will receive a letter at the place of residence. The amount of the fine is in accordance with the Belarusian Code of Administrative Offenses. And payment – in terms of Russian rubles and the budget of the country of residence.
The traffic rules of the allied countries have a common basis and are largely similar. But the rates for the same offenses differ. And the accrual principle is different – in Belarus the amount of fines comes from the base value, which is indexed annually.
What are the fines?
As of January 1, the base value is 32 Belarusian rubles (BYN). In our opinion – about 750 rubles. And in fact, this is the main penalty for insignificant violations: an unfastened seat belt, incorrect coloring or the lack of a first aid kit. Yes, yes, the traffic police officer has the right to check his presence with neighbors.
The amount of the fine for speeding violations depends on how the violation is remedied. “Manual” – completely. Camera – with discounts, which are registered directly in the Code of Administrative Offenses.Non-penalty threshold in Belarus – 9 km/h. Exceeding 10 km / h – a fine of up to one base value. Exceeding 20 km/h already weighs up to three basic values, and 30 km/h – up to ten. Exceeding 30 km / h – we were fined 7500 rubles from us.
Some of the repeated offenses committed during the year are heavily penalized. Repeated violation of the speed limit of 20 km/h and above leads to a fine of 5-15 base units or deprivation of rights for up to one year. You will not be spoiled!
On the other hand, slightly softer than ours. Violation of parking rules, for example, does not lead to an almost inevitable evacuation, as in Moscow, and it costs less. Driving under the influence is punished more severely in Belarus. The laws do not take into account the error in measuring alcohol concentration. There is no acceptable “0.16 milligrams per liter of exhaled air” there. There are 0.8 ppm or 380 micrograms per liter. Up to 0.8 ppm – a fine of 100 base units and disqualification for up to three years. More than 0.8 ppm – a 200 base unit fine and disqualification for up to five years. A can of beer won’t go away, nor will a mild hangover.
And the confiscation law for “repeated drinking” has been in effect for nearly a decade — the first car was seized in 2013.
