The incident began while he was returning from Tyumen. When something appeared seriously wrong, Kochurov pulled the truck to the roadside, but the trailer slid into the highway and struck a passing vehicle. Arriving traffic police concluded that the truck operator was under the influence of alcohol or drugs. He remained on the roadside in a state of paralysis for several hours until a colleague reached the scene and summoned emergency services.

During the court proceedings, it was established that Kochurov violated traffic rules even while he was unconscious. An investigation into potential negligence by traffic inspectors was conducted by Alexander Bastrykin, the head of the Investigative Committee of Russia.

Earlier reporting indicated there were discussions about procedures to stop a vehicle if the brakes fail.
