A recent survey by Renaissance Insurance Group and Avtokod vehicle inspection and selection service reveals that many Russians were unaware of the traffic rules introduced on March 1. The study underscores a gap in practical understanding of the updated rules and highlights where most drivers struggle in real driving situations.
The most challenging aspect for respondents centered on how to navigate intersections at roundabouts. About two thirds of people aged 23 to 41 could not provide the correct guidance when asked about roundabouts, while the overall group who had learned the new main-road definition showed a similar level of uncertainty. This gap in comprehension points to a broader need for clear, accessible information about changes that affect daily driving and road safety.
Another area of confusion involved the prohibition on stopping on safety islands placed in traffic lanes. A little more than half of the participants answered this item incorrectly, indicating a widespread misinterpretation of where it is allowed to stop and how to comply with island rules. In addition, roughly four in ten respondents showed a lack of clarity about the kinds of electronic documents that can be presented to traffic police inspectors when required.
The survey also sheds light on enforcement outcomes. In the first three months of the year, more than half of Russian drivers reported receiving fines for violations related to unfamiliarity with traffic rules. A notable portion of these fines was viewed as unjustified by the recipients, suggesting that many motorists feel uncertain about the application of the new rules or about the accuracy of penalties in some cases.
There has been anticipation from lawmakers about a new bill that would establish liability for dangerous driving. The discussion indicates a policy approach aimed at strengthening accountability on the road, particularly in situations that involve high risk, and it signals ongoing efforts to improve road safety through clearer standards and consistent enforcement. These developments underscore the importance of accessible, reliable information about traffic rules and the need for ongoing education and outreach so drivers can stay informed and compliant.
