Regulations for Personal Mobility Aids on Public Roads

Electric scooters and similar devices have earned a special status as means of individual mobility. They may be ridden at speeds up to 25 km/h. The total weight of devices allowed on sidewalks, bike lanes, and pedestrian paths must not exceed 35 kg, according to official government guidance.

To manage where these vehicles can move, special road signs will be introduced. Local authorities will install them based on location and available road infrastructure.

Pedestrians have priority when people travel together. Riders of personal mobility aids should adjust their speed accordingly. When crossing a crosswalk, users of electric scooters and other mobility devices must dismount, as the traffic rules require.

Electric scooters of any weight may travel on the right side of the roadway. This is permitted for riders aged 14 and older where the speed limit is 60 km/h or lower, and it is also allowed for cyclists. A scooter or similar device on the road must have a braking system and white and red headlights.

The new status does not apply to regular scooters and roller skates. Their operators are still treated as pedestrians.

Safety Islands

A complete ban on moving, stopping, and parking on guide islands and safety islands has been put in place. This measure helps improve road visibility and overall safety.

Two New Signs

The changes also introduce two new road signs. One indicates where electric vehicles are charged, and the other signals a ban on bus movements. The design draws on practices from major events where city traffic was restricted, such as large international games. The signs do not block routes for public transit or school buses.
