Penalties for Unlicensed Passenger Transport and the Behind the Wheel Grand Prix

The maximum penalty envisioned by the bill is vehicle confiscation.

In 2021, for the first time in the Federation Council, discussions began to address the issue. Senator Valery Fedorov noted that current administrative fines fail to deter unscrupulous passenger carriers.

Under the proposed rules, individuals and officials who transport passengers without a license would face fines of 50,000 rubles, individual entrepreneurs 100,000 rubles, and legal entities 400,000 rubles. If a passenger taxi operates unlawfully, the driver would be fined 1,000 rubles, the official 10,000 rubles, and the legal entity 30,000 rubles.
