New Residence Change Rules Impact Vehicle Fines and Compliance

Cassation courts are already issuing penalties to vehicle owners who fail to inform authorities about a change of residence. The latest rules were established by the Second Court of Cassation of General Jurisdiction.

From now on, drivers themselves must notify the National Traffic Inspectorate when their residence permit changes. If they do not, fines sent to the old address—unknown to the owner—may rise several times over.

For instance, a person fined five thousand rubles for unpaid parking could face an additional ten thousand rubles for evading the penalty. Bailiff costs may also be added to these fines.

If an administrative fine is not paid, the driver might even be required to perform community service for evading the execution of an administrative fine, in accordance with the corresponding section of the Administrative Offenses Code of the Russian Federation.
