A State Duma figure, Deputy Chairman Vladislav Davankov, has addressed the government’s top official, Prime Minister Mikhail Mishustin, with a proposal aimed at easing the cost of owning new Russian-made cars. The communication is cited by TASS, referencing the deputy’s letter as the basis for the initiative.

The core request is to make parking free in all paid lots for a period of three years for brand-new domestically produced vehicles whose owners or shareholders include foreign interests. Specifically, the proposal targets cars in which foreign participation in the registered capital or voting shares falls below a 50 percent threshold. The deputy argues that this measure would stimulate demand for motor vehicles manufactured in Russia and strengthen domestic automotive sales.

Historically, the idea of adjusting parking policy has appeared in the public discourse. In July 2023, another State Duma deputy raised a related notion suggesting free parking at night in Moscow’s central districts, pointing out that nighttime hours see markedly lighter traffic. That proposal also floated the idea of linking parking charges to a driver’s income, effectively creating a progressive fee structure in central zones.

Additionally, Davankov previously spoke about improving enforcement communications for parking infractions in the capital. He suggested sending an SMS alert to vehicle owners about a violation roughly ten minutes before an evacuation procedure would commence, aiming to provide a window for timely action and to reduce unnecessary removals.
