Compensation Plan Targets Staffing for Defense-Linked Firms in Russia

Several organizations tied to the military-industrial complex receive financial support aimed at staffing costs. The funds are intended to cover salaries for employees who relocate from other cities or regions, rather than for all workers across the board.

The Ministry of Labor is proposing such a plan. Reports indicate that the compensation would amount to 262,188 rubles per employee each year, which breaks down to 21,849 rubles per month.

However, the payments would not be issued monthly. Instead, they would be disbursed quarterly, at 65,547 rubles per quarter. The quarterly structure aligns with compensation being calculated based on hours worked, a design choice intended to minimize potential abuses by recipients.

To implement this approach, the necessary changes were introduced to the draft decree concerning state aid to legal entities and individual entrepreneurs employing unemployed citizens.

The compensation is planned to start in 2023, with a total allocation of 1 billion rubles designated for the program.

According to the explanatory memorandum accompanying the motion for a resolution, there is currently a shortage of 3,814 personnel in defense industry companies.
