Judge Francisco de Jorge is overseeing a case linked to allegations of corruption within the Royal Spanish Football Federation (RFEF) during the presidency of Ángel María Villar. In an order dated October 27, the judge instructed agents from the Civil Guard’s Central Operations Unit (UCO) to review seized documents for any trace of an employment or service contract connected to former RFEF official José María Castillón Casasnovas. The finding suggests connections between personnel arrangements and the broader investigation.
Castillón Casasnovas is already under investigation in a separate judicial process, related to the Haiti case. Despite ongoing inquiries, the Federation itself remains a functioning legal entity during these proceedings.
Castillón Casasnovas, along with former RFEF general secretary Jorge Pérez Arias and Isabel Navas Portillón, the former director of the RFEF Foundation, are accused of jointly developing a project that aimed to establish a football school in a Caribbean country. The group allegedly received a public subsidy totaling €219,500 for this initiative.
Galan Castellanos
The case arose after a formal complaint from Miguel Ángel Galán Castellanos, who heads the National Coach Education Center (Cenafe). Galán Castellanos filed the complaint against the federation, naming then-president Ángel María Villar and other senior officials as respondents.
In the judicial decision issued on October 27 and made available by EL PERIÓDICO DE ESPAÑA of the Prensa Ibérica group, the National Court judge also named the Judicial Police to search the seized documents for a potential contract between the federation and a travel agency. The aim was to uncover possible ties that could illuminate the federation’s contracting practices.
Autonomous presidents
The instructor also directed the Civil Guard to pursue refunds and financial flows related to committee participation. The order references regional presidents and the First Mixed Women’s Commission, as well as the Super League Mixed Commission, as part of the scope of the inquiry.
Additionally, the judge requested the UCO to confirm whether relevant documents were recovered during the searches. The investigation concerns alleged misappropriations totaling more than €4 million, with funds reportedly directed from the RFEF to the Spanish Footballers’ Social Welfare Reciprocity (Mupresfe) and to the Catalan Football Federation (FCF).
