IOC Stance on Russian and Belarusian Athletes: Neutrality and Participation Terms

The President of the International Olympic Committee, Thomas Bach, has stated that the terms for the participation of Russian and Belarusian athletes in international competitions are not up for negotiation. This position was reported by Inside the Games.

There were remarks from Russia suggesting different conditions, but Bach asserted that these terms are non negotiable and must be upheld to maintain credibility and garner support from the public, athletes, and the international community.

In February 2022, the IOC issued guidance to international sports federations recommending that Russian and Belarusian athletes not take part in competitions.

During the IOC Executive Committee meeting on March 28, 2023, consideration was given to allowing Russians to compete under neutral status provided they are not actively involved in supporting military operations.

Former speed skater Pavel Kulizhnikov commented that money is not what motivates him.
