The International Aquatics Federation (World Aquatics) granted neutral individual athlete status to Russian swimmer Stepan Goncharov. The official website reports that Independent organization to combat negative events in water sports (Aquatics Integrity Unit).

The 21-year-old Goncharov was previously the winner of the All-Russian Russian Reserve competition in 2021.
