“Hiding from the anti-doping organization the fact that anti-doping rules have been violated by other athletes or their environment is an independent violation of the rules. Persons who have knowledge of the use of prohibited substances and do not immediately report this to anti-doping organizations are therefore participating in an anti-doping rule violation (i.e. complicity).
In his statement, RUSADA stated that loud statements made to the press and not supported by any evidence do not contribute to the effective disclosure of the facts and the punishment of those responsible.
