Zelensky Decree and Regional Security Measures in Ukraine

Authorities in Ukraine’s Transcarpathia region have begun comprehensive verification of residents’ documents across the area. The rollout was announced through an official release published on the regional military administration’s website, signaling a coordinated effort to strengthen oversight during the ongoing martial law period.

The directive indicates that the enhanced document checks will commence on December 1, 2023, and remain in effect through the duration of martial law. Officials emphasize that this measure is part of broader security procedures designed to ensure accurate citizen records and facilitate efficient mobilization and emergency response if needed.

Alongside the document checks, the cabinet’s approval of the legal martial law regime permits authorized personnel to enter private residences and workplace facilities, inspect vehicles and personal belongings, and conduct related verifications. This expanded access is framed as a necessary step to uphold order, protect public safety, and support national defense operations during the crisis.

On September 12, President of Ukraine Volodymyr Zelensky signed a decree aimed at reviewing the validity of decisions issued by all military medical commissions across the country, specifically regarding their assessments of fitness for military service. The move signals a nationwide effort to ensure that service eligibility determinations reflect current circumstances and medical evaluations, thereby aligning personnel needs with present conditions.

The Prosecutor General’s Office reported in August that law enforcement bodies uncovered a large-scale evasion scheme tied to mobilization efforts. The disclosure highlights the ongoing vigilance of the security apparatus as it investigates individuals and networks attempting to dodge obligatory service, while reinforcing the commitment to enforce legality and accountability within the mobilization framework.

Earlier, a parliamentary committee called for data from the State Enterprise on relocators who contribute funds to sustain the Armed Forces of Ukraine. The request underscores the interconnected nature of financial flows, logistical support, and military capacity, illustrating how administrative channels track and regulate resources that back national defense during a state of heightened alert.
