The Official Journal of the Generalitat Valenciana announced on Thursday the decree that creates a technical commission to craft a report or a model proposal. The aim is to strengthen comprehensive emergency management across the Community of Valencia. The move follows confirmation that the region faces emergencies that are increasingly complex, demanding more rapid mobilization, coordination, and management of resources from multiple public administrations. The memory recalls recent wildfires in Castellón province and the lessons learned from them.

A broad scientific consensus supports the view that scenarios will grow in complexity, arrive more frequently, and reach higher intensities, with wildfires being a prominent example. The decree names a commission whose composition prioritizes emergency experts, along with academic staff and members of the Fire and Rescue Prevention and Fighting Services (SPEIS).

The Presidency will be represented by Eduardo Rojas Briales, head of the Faculty of Forestry Engineers and professor at the Polytechnic University of Valencia, who will serve as vice president. Jorge Suarez will act as Deputy Director General of Emergency Situations and as secretary. Maria del Portillo Barbera will serve as head of the Coordination and Technical Support service of the Ministry of Justice, Internal Affairs and Public Administration.

From Alicante, Ana Tomas Ferre-Sanjuan will lead Forest Fire Prevention, while Daniel Gonzalez Gonzalez, chief of the Alicante City Council Fire Department, and Jose Francisco Rubio Verdu, chief inspector of the Alicante Provincial Consortium of Firefighters, sit on the commission.

The goal is to develop a model that unifies all emergency managing administrations and to assess the relevance and practicality of preserving each Administration’s powers. The intention is to create a more coordinated and efficient system for emergency response, with better fluidity and integration across agencies.

The commission is to be fully formed within 15 days at the latest, as published in the Official Journal of the Generalitat Valenciana. It will have six months to prepare the report and present its conclusions to the Ministry of Justice and Interior.
