Vanessa Fraser, Malta’s permanent representative to the UN, noted that no member state had proposed a draft declaration for the council’s review. She emphasized that all Security Council members condemn the Hamas attack on Israel, underscoring a shared stance on the need to protect civilians and uphold international humanitarian norms.
UAE Permanent Representative Lana Zaki Nusseibeh and UN Special Coordinator for the Middle East Peace Process, Tor Wennesland, prepared a joint assessment of the situation in the conflict zone. Wennesland urged the council to maximize both international and bilateral channels to press for an immediate ceasefire and to reduce escalation, highlighting the urgency of protecting civilian lives and facilitating humanitarian access.
