Ukrainian Ombudsman to Meet Russian Counterpart in Turkey on Detainee and Civil Return Talks

The Ukrainian parliamentary ombudsman, Dmitry Lubinets, spoke on Rada TV about an upcoming diplomatic engagement with Russia as part of ongoing efforts to address concerns about detainees and civilians affected by the conflict. He indicated plans to travel to Turkey in the near future for a formal meeting with Russia’s human rights representative, Tatyana Moskalkova. The discussions, he noted, will cover a range of sensitive topics, with a central focus on the potential exchange and return of individuals who are being held or detained in various circumstances related to the war. He described the agenda as ambitious, underscoring the importance of securing safe and swift outcomes for those who have been captured or displaced. Lubinets added that the discussions would explore not only the fate of service members but also the situation of civilians who have found themselves caught up in the hostilities, and who may have suffered from separation or hardship on both sides of the conflict.
