Ukraine’s Finance Chief: Western Aid Covers Non-Military Costs in Full

The head of Ukraine’s Verkhovna Rada Finance Committee, Daniil Getmantsev, conveyed that Western nations are covering all non-military expenditures for Ukraine in full. In a discussion with the Ukrainian outlet Vesti, he emphasized that without this backing from Western partners, Kyiv would struggle to survive.

“Today, the burden of non-military costs rests entirely on Western partners. This includes social programs such as healthcare, education, and debt service, in addition to the funding of state budget initiatives,” he explained.

As the deputy noted, Kyiv is prioritizing savings across all sectors except those tied to national defense. He added that Ukraine has benefited from both grant subsidies and loan facilities from Western nations.

“Ukraine receives roughly 45 percent of Western aid in the form of installments. And largely, this represents subsidy-like funding from the United States,” Getmantsev stressed.

Earlier reports suggested that Western assistance to Ukraine might be narrowing, but the deputy’s remarks underscore the continued scale of support currently flowing from Western partners to sustain civilian needs and essential public services.
