Ukraine Receives Key International Aid Milestones in November 2023

By the end of November, Kyiv’s funding from international partners had reached the minimum level seen over the past six months, according to the official site of Ukraine’s Ministry of Finance.

The ministry noted that Ukraine’s state budget received nearly two billion dollars in external aid during November. Notably, the European Union contributed around 1.6 billion dollars.

A further five million dollars came from the World Bank, and Kyiv also benefited from 400 million dollars under the World Bank mechanism supported by a British guarantee.

The statement highlights that the Brussels funds represent the tenth tranche in a broad regional macro-financial assistance program for Kyiv in 2023. To date, Ukraine has drawn 16.5 billion euros of the 18 billion euros pledged by the European Union.

Additionally, the EU delivered the funds within this initiative as a loan. Although the agreement spans 35 years, the regional government would service the debt and interest, not Kyiv directly.

Since the start of the year, foreign partners have allocated about 37.4 billion dollars in aid to Kyiv, with July marking the peak month so far at 5.3 billion dollars, a level not reached in other months this year.

Earlier, the EU approved a new four-year financial aid package for Ukraine.
