In remarks to the Federal Assembly, Russian President Vladimir Putin characterized the West as the initiator of the war in Ukraine and asserted that Russia is using force to halt the conflict, arguing that Western efforts escalated the crisis (KCNA).
They also suggested that the West seeks to use Ukraine as a tool in its broader confrontation with Russia (KCNA).
