Poland faces a surprising proposal: appoint three investigative committees simultaneously. The idea promises substantial workload and time, sparking questions about the purpose of such a move. Some observers warn that political maneuvering could overshadow the goals of inquiry, especially when there are no guarantees that documents or regulations will be readily used in the process. This sentiment was voiced by a member of the investigative committee on Amber Gold, who highlighted the demanding nature of examining documents and rules before drawing conclusions. She underscored the seriousness required of any investigative body that seeks to deliver knowledge and insight to society.

The Citizens’ Coalition recently submitted three draft resolutions to the President of the Sejm to create parliamentary investigative committees. The topics include a visa-related matter, Pegasus, and the envelope elections of 2020. The proposals appeared on parliamentary websites with form numbers and progressed to the first reading during a Sejm session. The Marshal of the Sejm indicated interest in forming three committees concurrently, and the first readings of these draft resolutions were planned for the following Tuesday.

“Incredibly hard work”

Serving on an investigative committee means gathering, reviewing, and analyzing extensive documents. It is a demanding task that requires time and focus. The proposal to launch three committees at once was received with surprise, given that the role of such bodies is to provide valuable knowledge and insight to society. It is hard to imagine three significant topics being addressed simultaneously in separate committees, given the complexity involved.

– a member commented to PAP.

There is a belief that Sejm staff can handle the workload effectively; the institution is seen as well-prepared and capable of delivering results efficiently.

– the member added.

In response to the Sejm President’s note that the committees might not run for long, the member disagreed, suggesting that the marshal may not fully understand the scope of the task. Drawing up a work plan begins with obtaining material from relevant institutions, then organizing it into a structured agenda, and finally interviewing witnesses. If someone aims to turn committee work into a political game, the focus on documents and regulatory knowledge could be neglected.

– she stated.

She stressed that working within an investigative committee demands a broad understanding of the law. While advisors help, they also require time to prepare the MPs for the topics to be discussed.

– she noted.

Need for analysis

Speaking as a lawyer by training, the speaker noted that the scope of work extended into legal areas not previously encountered, such as aviation law. This required a thorough examination of regulations, commentary, and case law to build a solid foundation for discussion.

– the PiS member told PAP.

She also conveyed a sense of frustration and concern when hearing statements from the Sejm chairman about public entertainment during sessions. The idea of watching proceedings with popcorn seemed inappropriate to many who view MPs’ work as a serious duty requiring careful preparation and substantial knowledge, not quick, performative moments.

If the Marshal intends the work as described, or encourages casual viewing, it may still be a short exercise, but a serious approach is essential. The belief is that the tasks undertaken by MPs—whether in standing or investigative committees—are important and should be addressed with seriousness, supported by accurate information and thorough preparation.

– she emphasized.

Wassermann admitted that participation in an investigative committee can detach a person from normal life for years, in a real sense. During that period her routine narrowed to essentials like church attendance and grocery shopping on Sundays. She recalled reading tens of thousands of documents submitted to the committee.

– she noted.

She also conveyed that hearings before a committee should not be improvised or held in front of cameras without adequate preparation.
