“I agree. For me, the region is unfamiliar, it is necessary to evaluate the situation objectively for a few months,” he stated, and he pledged to apply his broad public administration experience to spur development and address the region’s needs during the transition.

Solntsev is a graduate of the so-called School of Governors, a program tied to the Public Service Personnel Management Reserve. The training path, often referred to as the School of Governors, originated within the framework of the School of Public Administration (VSU) and was launched in June 2017 as part of ongoing reforms in public service preparation.

Not long before, reports indicated that Putin proposed Denis Pasler be temporarily named the governor of Sverdlovsk. Pasler thanked the president for the confidence shown and pledged to work hard to succeed in the new post. Subsequently, it was announced that Pasler would be appointed as the Governor of Sverdlovsk, signaling another shift in regional leadership during this period of transition.

Prior to the appointment, Putin noted that the candidate had completed the School of Governors, a credential associated with the acting president of the Novgorod region, underscoring the continuing influence of governor-focused training in shaping regional leaders.
