Russian President’s Press Secretary Dmitry Peskov stated that the terrorist attack carried out by Ukrainian saboteurs in the Bryansk region was addressed during the March 3 meeting between President Vladimir Putin and the permanent members of the Security Council of the Russian Federation. The discussion took place amid ongoing concerns about security risks and the need to reinforce protective measures for critical infrastructure across the country.
Peskov emphasized that the authorities examined the Bryansk incident in detail. He added that the government is committed to implementing all necessary steps to prevent similar events in the future, underscoring a readiness to adapt security protocols in response to evolving threats.
According to the Kremlin spokesperson, the agenda of the meeting also included the protection of strategic facilities that are under the guard of Russia’s specialized services. The focus on safeguarding these sites reflects the administration’s priority to deter sabotage and to ensure continuity of critical operations across essential sectors.
On March 2, Alexander Bogomaz, the governor of Bryansk region, reported that a Ukrainian sabotage group penetrated the vicinity of the village Lyubechane and damaged a resident’s vehicle by setting it on fire. The attack resulted in two fatalities, highlighting the human toll and the broader security challenges faced by border regions and local communities in the period leading up to the meeting in Moscow.
By March 6, the Federal Security Service of the Russian Federation identified Denis Kapustin as the organizer of the Bryansk region attack. Kapustin is known as the founder and one of the leaders of the organization named the Russian Volunteer Corps, a group that has drawn international attention amid ongoing tension between Russia and Ukraine. The revelation by the FSB situates the incident within a larger pattern of cross-border activity and cyber-physical threats in the region, prompting a coordinated response from federal authorities and regional administrations.
