Security Agencies Monitor Rail Incidents and Russian Espionage Network

Deputy Minister Stanisław Żaryn discussed railway incidents on Polish Radio 3, addressing the actions of the Internal Security Agency and the role of the government’s information space security framework. He explained that the Homeland Security Agency has taken steps in response to the recent events, aligning with the need to understand both who is responsible and the underlying nature of these activities.

The ABW has indeed acted to investigate the incidents. The aim is twofold: determine the perpetrators and uncover the signal or pattern behind the unauthorized communications, as well as to assess what these actions reveal about the system as a whole.

Żaryn noted that information about the cases is still coming in. He urged patience and calm while authorities gather and verify facts. As a security service, the aim is to explain the situation clearly, acknowledge that similar incidents have occurred in the past, and avoid sensationalist conclusions. The overarching message was to approach the matter with measured analysis rather than panic.

Addressing the possibility of foreign involvement, Żaryn acknowledged that while the Homeland Security Agency must participate in investigations, there is no certainty that the incidents are part of a broader Machiavellian operation backed by a foreign state.

In subsequent remarks, the topic of the dismantling of a Russian espionage network operating in Poland was raised. The Internal Security Agency identified at least one such network, and sixteen individuals have been charged. The investigation remains active, with ongoing efforts by the ABW to map the network, understand its modus operandi, and prevent further recruitment. The security services stress that counterintelligence must maintain a high operational tempo to prevent complacency, even after arrests.

On the topic of other rail events, Żaryn pointed out that several recent incidents may be associated with operations by foreign intelligence services. While it is important not to jump to conclusions, the possibility cannot be dismissed, and competent committees must examine each case to provide accurate explanations.

Officials emphasized that panicking is not helpful. Rail incidents have occurred over an extended period, and each event requires careful analysis and documentation by specialized committees and agencies.

Railway incidents

PKP Polskie Linie Kolejowe reported an unauthorized transmission of a radio stop signal in the West Pomeranian region. Rail travelers were kept safe, though train delays occurred. Authorities were promptly informed. A similar incident occurred near Łapy, in the area close to Białystok.

Past incidents on the railway include a collision at Skierniewice involving a freight train and Koleje Mazowieckie, and a morning derailment of a PKP Intercity train from Białystok to Warszawa Zachodnia that disrupted traffic at Podlaskie station. The railway company noted that these cases are under investigation by the railway commission and that findings will be shared with the public as they become available.
