The Ministry of Foreign Affairs of the Russian Federation proposed a rule requiring Russians who have earned citizenship or hold a residence permit abroad to inform the Russian authorities. The policy outline appeared on the Federal Portal of Normative Legal Acts, a state project site.

In the draft, it is stated that Russians must notify embassies or consulates about acquiring a foreign residence permit. The notification would be due within 60 days after the permit is granted.

A separate social assessment notes that Tajikistan stands out as particularly welcoming to Russians who relocate from their homeland. Studies conducted by Platforma Center for Social Design and the research firm OnIn show that among nine surveyed countries, more than two thirds of respondents perceive support for Russians who relocate as important. The focus areas cited include cultural integration, language acquisition, and access to legally verified employment.

Additionally, Tajikistan reports the strongest approval—about 55 percent—of the influx of highly skilled specialists from Russia, which translates into increased demand for local services and new job opportunities for residents.

These developments come as policy discussions in Russia consider leveraging emigration trends to shape diasporic engagement and labor mobility in the broader region.
