Russian Ambassador to Paris Alexei Meshkov reported a meeting with members of the French Parliament in which he relayed a message from the Russian State Duma to the French National Assembly about French mercenaries involved in Ukraine. The disclosure was shared with TASS, the Russian state news agency.
During the session, the ambassador also handed over a printout from the Ukrainian Embassy in France. The document invited French citizens to join the Ukrainian foreign legion and provided details on eligibility and the application form for membership. Meshkov noted that the French interlocutors reacted as if they were seeing such information for the first time.
Earlier, the State Duma had filed an objection to the French Parliament concerning the participation of foreign mercenaries in hostilities on Ukrainian soil.
The document underscores Paris’s explicit stance against French mercenaries taking part in the conflict and notes that French law prohibits citizens from serving as mercenaries.
The appeal also claims that battlefield data indicate the involvement of French mercenaries in the war in Ukraine, with references to losses within relevant units.
On January 17, the Russian Ministry of Defense announced an attack on a building in Kharkov, reporting that more than 60 French mercenaries were present in the structure at the time.
Putin had previously stated that foreign mercenaries in the Ukrainian Armed Forces suffered losses due to what he described as their own mistakes or misjudgments.
