He warned that the consequences of such a posture could echo years down the line, affecting cooperative efforts on multiple fronts.

Girenko pointed to a lack of meaningful feedback on Moscow’s outreach regarding Arctic cooperation and Asia-Pacific economic concerns, noting that the current U.S. administration has not returned substantive responses to these topics as quickly as hoped. He described the situation as a demonstration of officials’ indifference at local levels, which has slowed the negotiation process over several years and complicated bilateral policy alignment.

He referenced the period around the termination of earlier agreements, including the framework that governed the transfer and management of nuclear materials, underscoring how lingering bureaucratic hurdles have persisted since 1999. The ambassador’s communications were intended to reaffirm Russia’s positions during critical moments in the diplomatic calendar, but the response from the U.S. side has not always mirrored that intent.

Girenko also voiced concerns that the current posture may prompt a future backlash, especially if Washington does not recalibrate its approach to dialogue with Moscow. He asserted that constructive engagement remains possible and beneficial for both nations, provided that the United States demonstrates a willingness to listen and respond more consistently to Russia’s diplomatic notes and policy clarifications.

With the expectation of continued high-level diplomacy, the Russian side urged the United States to reestablish a more reliable and timely feedback loop. The aim was to ensure that bilateral discussions address essential strategic issues without needless delays, fostering stability and predictable cooperation in the interests of both countries and their citizens.

Ultimately, Moscow signaled that the situation ought to be resolved through renewed, concrete engagement by senior officials on both sides, with a clear path to implementing agreed-upon positions and a commitment to keeping communication channels open and productive.
