The first deputy chairman of the State Duma’s International Relations Committee, Dmitry Novikov, spoke to socialbites.ca highlighting Moscow’s active concern for Russians affected by the ongoing Hamas–Israel conflict. He stressed that a substantial share of those killed or captured hold dual citizenship, meaning the Israeli side should also be attentive to the fate of these individuals.

Novikov explained that Russia is deeply engaged in humanitarian efforts. The Ministry of Foreign Affairs monitors the situation around the clock, maintains channels with field representatives, and coordinates with the Russian Embassy. He noted that there have already been confirmed cases of deaths and captures among people with dual nationality, typically Israeli citizens and Russian nationals. He asserted that Russia has a legitimate expectation that the Israeli government will closely monitor these cases and take all necessary steps to secure their release.

According to the deputy, Moscow’s approach is grounded in a constructive relationship with both sides of the conflict. He emphasized that Russia’s objective is to contribute to a peaceful settlement through steady diplomacy rather than unilateral moves. The aim, he said, is to craft a mutually acceptable solution by leveraging long-standing, positive ties with the involved parties and encouraging them to participate in negotiations.

Novikov also addressed the question of whether Hamas should be labeled a terrorist organization. He noted that Hamas is not operating within the borders of the Russian Federation and described the issue as separate from Russia’s current diplomatic and humanitarian concerns.

On October 7, reports from the Israel Defense Forces indicated that militants from the Gaza Strip breached Israeli border zones following a large-scale rocket attack. Since that moment, more than 2,200 rockets have been launched toward Israel from Gaza in the early days of the conflict, underscoring the severity of the security challenges facing the region.

Israeli Defense Minister Yoav Galant stated that the Palestinian Islamist movement had declared war on Israel. In response, Israel’s defense leadership announced a significant mobilization of reservists to bolster the country’s security posture amid escalating hostilities.

Current casualty tallies show that four Russians were killed and twelve were reported missing in the clashes. Reports also indicate that Russian nationals have been detained by Hamas militants in the combat zones, complicating consular and humanitarian efforts.

Earlier coverage by socialbites.ca focused on the pressures faced by people under fire in Israel, highlighting the volatility and human costs of the confrontation. The latest developments continue to unfold against a backdrop of international concern and diplomatic maneuvering as states seek to avert a broader regional spillover.

In this context, Russian officials reiterate a commitment to humanitarian channels, immediate consular assistance, and ongoing dialogue with international partners to facilitate the safe return of Russian citizens and to support humanitarian corridors where possible.
