The Russian Foreign Ministry has clarified that Russia is not currently considering a withdrawal from the Arctic Council. When asked what actions by the Arctic Council could cross a red line for Russia and prompt reconsideration of membership, the ministry highlighted the comments of the ministry’s spokesperson, Maria Zakharova, which emphasized that Moscow would evaluate its options if the council were to become openly hostile toward Russia. The emphasis was on avoiding automatic conclusions, with the ministry noting that any response would depend on how the council behaves and how it affects Russia’s interests in the Arctic.

The Foreign Ministry added that several possibilities could be on the table, but it stresses that it does not engage in hypothetical scenarios. Russia remains focused on practical, constructive engagement and stresses that its approach is rooted in concrete outcomes rather than speculation.

The ministry recalled that a joint statement adopted at the thirteenth official session of the Arctic Council—held in Salekhard—affirmed support for constructive dialogue and cooperation in the Arctic region and reaffirmed all member states’ commitment to active participation in Arctic affairs. The council is viewed as a leading international platform for collaboration on Arctic issues.

Russia articulated its hope that all Arctic Council members will meet their obligations and work toward common goals. Moscow supports cooperation among the eight Arctic states aimed at sustainable development across the entire Arctic, emphasizing mutually beneficial partnerships and shared responsibilities for the region’s future.
