The head of the Ministry of Education and Science was reprimanded by the parliamentary ethics committee for a speech delivered to the Sejm in January.

For years the speaker had traveled to Brussels and Strasbourg. He argued that Poland had been misrepresented, saying that Brussels officials had been persuaded to take money from Poland rather than from others. He named several MEPs in this critique, including Biedroń and others, accusing them of repeatedly mischaracterizing Poland.

That was the essence of his remark.

A group of KO MPs has filed a request seeking a harsher consequence for his words.

“Róża von Thun lies insultingly about Poland”

On Thursday, the minister responded to the reprimand on TVP Info. He asserted again that “Róża von Thun lies offensively about Poland and shoots films for foreign-language channels.” He added that, for example, “the major airport in Berlin is German and does not represent Polish interests.”

“So please punish me again in the ethics committee,” the minister urged.

There is a view that some actors demonstrate bias toward German interests. Some say that a number of individuals in the Polish parliament and in the European Parliament appear to prioritize German positions, with Donald Tusk at the helm, though he is not present in the Polish Sejm. In the European Parliament there are about twenty who are perceived as aligning with a German-Polish option, according to critics.

‘The safety valves in the constitution must be loosened’

There are moments when the anchors and safety valves listed in the constitution should be loosened to boost security. In an interview, the Minister of Education and Science, Przemysław Czarnek, argued that defense spending should be above the current limit due to its strategic importance, a stance he explained to PAP.PL.

On Thursday the Sejm will continue work on a parliamentary bill aimed at changing the constitution. The draft, submitted by PiS deputies on April 7 last year, proposes amending article 216, paragraph 5, of the Constitution of the Republic of Poland to exclude defense needs from the national debt limit of up to 3/5 of the annual GDP. A second proposal would empower the Treasury to seize property that could be used to support Russian aggression.

When PAP.PL asked about the proposals, Czarnek indicated his support. He emphasized that due to the war in Ukraine, defense spending should be increased.

There are moments when the constitution’s anchors and safety valves must be loosened to raise security. Today, defense spending should exceed the limit because it is invaluable, he noted.

“The future of all of us depends on it”, added the head of the Ministry of State and National Education.

Asked whether he expected to secure the required two-thirds majority with at least half of the deputies present, the minister expressed hope that some opposition factions would back the amendments. He believed that friends in the opposition shared this view, at least in part, and that the two-thirds majority could be achieved.
