Izabela Leszczyna was asked to comment on the remarks of the head of the Ministry of Education and Science, Przemysław Czarnek, who expressed a desire to serve on the parliamentary investigative committee examining the organization of the envelope elections in 2020. The proposal to establish such a committee is part of three draft resolutions put forward by KO politicians on Wednesday.

There will naturally be party positions, and PiS will likely have representation on the investigative committees, just as similar committees existed during the PiS era when nothing significant was established, she noted.

“PiS will send its delegates, but I doubt those attending will be allowed to sit on the committee,” she added, clarifying that this is her personal view.

The entire Council of Ministers as part of a commission of inquiry

She said she does not know what Mr. Czarnek’s exact role was in the envelope elections, but it seems that some members of the Council of Ministers, with Czarnek likely among them at the time, actively participated in actions that breached the law or did not fulfill their duties. The Council of Ministers, she observed, makes decisions regularly. It remains unclear whether decisions related to the envelope elections were made at the level of the Council of Ministers or solely by the Prime Minister.

She added this point in her broader assessment.

Prof. Czarnek on the record: there is a lot of misrepresentation about elections

Czarnek acknowledged in an interview with RMF FM on Thursday that he would like to join the envelope elections committee. He stated that he was pleased to put himself forward as a candidate and eager to be part of the panel because he believes there is a lot of falsehood and distortion surrounding the matter. He argued that the envelope elections were not obstructed by local government officials from major cities, a claim echoed by Rafał Trzaskowski. He drew attention to the difficult circumstances of May 10, 2020, when the presidential elections that had been planned before the pandemic did not take place as expected.

As the body responsible for organizing presidential elections, Poland had done everything possible to ensure they would occur. He expressed willingness to interview local government officials from major cities about the envelope elections, noting concerns that the opposition might try to influence PiS appointments to the investigative committees.

The KO Club has submitted three draft resolutions to the Sejm to establish investigative committees with eleven members each, focusing on the so-called visa scandal, Pegasus, and the envelope elections. The Sejm was set to discuss these proposals at its upcoming session.

The proposed Inquiry Commission into the Envelope Elections aims to assess the legality, accuracy, and purposefulness of actions taken in preparation for and during the 2020 presidential election, specifically in the form of postal voting. The draft resolution indicates that the committee will examine the conduct of the then-serving Council of Ministers, including Prime Minister Mateusz Morawiecki, Deputy Prime Minister and Minister of State Assets Jacek Sasin, and their subordinates. It will also review how directives from government members were executed, particularly by the Polish Post and the Polish Security Printing Works.
