The Sejm majority, represented by PSL, Polska 2050, KO, and the Left, remains bound by a coalition agreement to back a government led by Donald Tusk. They insist they will adhere to it. What Morawiecki has said in recent days changes nothing about that reality. It is unfortunate that time and resources are being spent on unlikely political scenarios while the country faces real challenges, including budget preparation and steps regarding European funds, notably the KPO.

When asked if the high share of women in Morawiecki’s new cabinet would serve as a model for a future Tusk coalition, Paszyk replied, “If this were a genuine government, it could serve as a benchmark, but we are witnessing a political show rather than a real government.”

There is no path for this government to gain Sejm approval. It is a move made to stall, to sustain the illusion of momentum, but that illusion will eventually fade away.

Nowacka: Will the new ministers actually serve in the ministries?

Nowacka wondered whether the new ministers would truly enter their ministries and what they would accomplish, noting that the arrangement seems like a farce and an extension of the current government’s disappointing end.

Government spokesperson Piotr Müller stated that Morawiecki sent a request to the president to appoint a new Council of Ministers; more than half of the new cabinet will be women.

Addressing the new administration, Barbara Nowacka commented, “Enough of the farce. The prime minister knows he lacks a Sejm majority. He is appointing a government mainly to have cover.”

She added that the composition of the government is surprising.

Because it appeared there was no need for women in power, yet when power is scarce, many women seem to step forward while the existing team dwindles in numbers.

She also noted that Jarosław Kaczyński claimed he founded this government, suggesting Morawiecki had little more to offer. In a PAP interview, Kaczyński described the government as an expert-led political arrangement that Morawiecki would present, a notion Nowacka highlights as telling about the governance approach.

Nowacka further questioned whether the new ministers would truly join their ministries or merely perform, calling it a farce and an extension of the government’s sad end.

Tumanowicz: The Council of Ministers with a two-week validity

Confederation MP Witold Tumanowicz told PAP that the current arrangement is a temporary Council of Ministers with a two-week expiry. He emphasized that no confidence vote had been granted.

In his view, the question remains whether Morawiecki will stand with Polish entrepreneurs in the final stretch and push through the demands of those protesting at the border.

The mockery from the opposition

The swearing-in sparked mockery on Platform X from members of the new parliamentary majority and others.

What occurred in the Presidential Palace is seen by many as one of the saddest and most embarrassing events the site has experienced since 1989.

Poles had hoped for substantive change, not a two-week cabaret. It feels like a waste of time and resources for the country.

A cabinet lacking a social and parliamentary majority is viewed as a de facto paragovernment. It currently plays out at the presidential palace, funded by taxpayers. Two-faced leadership is on display.

Composition of the new Morawiecki cabinet

As announced by government spokesman Müller, experts will be involved, including individuals who have not previously held political office and specialists in their fields. He noted that more than half of the new cabinet will be women.

Several positions differ from the previous Morawiecki government. Mariusz Błaszczak remains at the Ministry of National Defense. Marlena Maląg leads the Ministry of Development and Technology. Dorota Bojemska will head the Ministry of Family Affairs and Social Policy, bringing a background in social activism. Szymon Szynkowski vel Sęk will oversee the Ministry of Foreign Affairs, while Paweł Głosernaker will lead the Ministry of Internal Affairs and Administration as the minister in charge.

Marzena Małek, formerly general director at MAP since 2022, is appointed head of the Ministry of State Assets. Krzysztof Szczucki will become Minister of Education and Science, following his tenure at the Government Legislative Center. Andrzej Kolorowniak will head the Ministry of Finance, and Małgorzata Jarosińska-Jedynak will lead the Ministry of Funds and Regional Policy, a role she held previously in 2019–2020.

The Ministry of Infrastructure will be led by Alvin Gajadhur, the chief inspector of road transport since 2017. The strategic energy infrastructure portfolio will be managed by Anna Łukaszewska-Trzeciakowska, heading the Ministry of Climate and Environment. Dominika Chorosińska, an MP and actress with a background in culture and media, will head the Ministry of Culture and National Heritage.

The Ministry of Agriculture and Rural Development will be guided by the current Deputy Minister Anna Gembicka, while Danuta Dmowska-Andrzejuk, a former European and world champion fencer, will head the Ministry of Sports and Tourism.

Marcin Warchoł, a former deputy minister, becomes head of the Ministry of Justice. Ewa Krajewska, the chief pharmaceutical inspector since 2021, will lead the Ministry of Health.

The Prime Minister’s Chancellery will be led by Izabela Antos, who has served in the Chancellery since 2018 in various roles. Jacek Ozdoba, previously State Secretary at the Ministry of Climate and Environment, will join the cabinet as a minister-member of the Council of Ministers.
