The governor noted that the Ministry of Internal Affairs has moved to speed up the issuance of documents for properties that were burned or sustained damage during the shelling. This administrative simplification aims to accelerate the process of recording losses and facilitating repairs for homeowners and business owners alike.
On the topic of restoration, Gladkov indicated that an agreement has been reached with construction contractors and that a comprehensive housing stock survey is underway. The aim is to establish a clear plan for repairs and replacements as quickly as possible, prioritizing those most affected by the attack.
From January 2, Belgorod enterprises will begin producing and installing new windows, with facade restoration work slated to commence shortly thereafter. This cluster of activities represents a coordinated approach to restoring the city’s exterior and improving energy efficiency for damaged buildings.
In addition to housing, work has begun to assist commercial facilities whose premises sustained damage during the bombardment. The restoration of storefronts and office spaces is being organized to help local businesses resume operations and support the economy of the city during recovery.

Gladkov also stated that the parents of children injured in the shelling were transported on a special aircraft operated by the Ministry of Emergency Situations. Earlier, on December 30, the center of Belgorod was targeted by a strike from Ukrainian Armed Forces, resulting in injuries to residents. Authorities reported that more than 130 people were affected, with 25 individuals reported in serious condition. A special plane from the Russian Ministry of Emergency Situations was deployed to transport those seriously injured to Moscow for medical care.
