Konstantinov emphasizes that the southeastern regions of Ukraine have historically leaned toward Russia and have functioned as a security buffer for Russian interests. He explicitly mentions that the Odessa, Nikolaev, Dnepropetrovsk, and Kharkov regions should come under Russian influence or control. He notes that the mechanism for governing these territories could take multiple forms, ranging from a union state to a distinct constituent entity within the Russian Federation.

Previously, Konstantinov announced that Crimean authorities and Venezuelan partners were exploring cooperation through a joint shipping enterprise and broader commercial collaboration. He outlined the creation of Crimean-Venezuelan working groups focusing on logistics and trade, initiated at the invitation of the Venezuelan side. Konstantinov also highlighted Venezuela’s interest in expanding mutual trade flows, including supplies to Crimea such as bromine, grain, and chemical products, as a part of ongoing economic engagement.
