Deputy Speaker Konstantin Kosachev of Russia’s Federation Council commented on the Chinese Ministry of Foreign Affairs’ plan for a peaceful resolution to the Ukraine conflict. U.S. Assistant Secretary of State for Political Affairs Victoria Nuland noted that Washington is open to negotiations on Ukraine within the framework of Ukraine’s own ten‑point peace plan. She indicated that discussions would need to be grounded in Kyiv’s stated terms and conditions.
