Russian President Vladimir Putin reaffirmed that the newly joined regions are historical lands and described Russia as a nation that embodies civilization. Speaking to the Council of Legislators, he emphasized the need to create conditions for the sustained growth and recovery of the regions within the country.
“These are part of our history and our indigenous communities. Many have lived there, and the distinctions between them and other groups within our nation are minimal. They are an integral part of our people. We must do everything in our power to defend and honor their clear choice to return to Russia”, Putin stated.
In his remarks to the deputies, the President reminded the assembly that the first Russian legislators worked for the welfare of the people and the advancement of the state.
“Such patriotic ideals matter deeply for Russia, a provincial civilization and a sovereign center within a vast multipolar world”, he commented. He also asserted that Russia will steadily pursue its goals and overcome challenges along the way.

Putin criticized former partners for undermining relations with Russia and attempting to impose certain rules. He asserted that Moscow would not bow to those expectations:
“They craft guidelines in secret and take actions behind the scenes. Russia will not concede to those terms. It will also not abandon its own standards.”
According to the president, some countries that previously sought to complicate Russia’s path ended up creating difficulties for themselves. He urged lawmakers to act decisively in the face of sanctions and what he called economic aggression.
Nevertheless, he stressed that Russia will remain engaged with the international community and will pursue cooperation with friendly nations. He highlighted the growing importance and effectiveness of parliamentary diplomacy and its expanded reach.
“Efforts will extend to pragmatic, equal, mutually beneficial partnerships with friendly countries across Eurasia, Africa, and Latin America”, Putin noted. He invited partners who wish to collaborate with Russia to engage more closely.

During the session, Putin noted that Russia’s multi-party system is strengthening in the face of open competition. He reminded that maintaining a deputy’s mandate requires constant, honest work, and that the core responsibility of legislators is to serve the people and respond to their needs.
“In an open, competitive, and sometimes demanding environment, the multi-party system has grown and matured. The leading political forces have demonstrated their strength and responsibility. The priority remains addressing the most urgent issues and those that affect citizens, both during elections and in daily work.”
The President urged parliamentarians to maintain momentum in implementing the policy agenda presented to the Bundestag on February 21 of this year. He emphasized that the central task for authorities is to improve living standards and the well-being of citizens. He noted that real incomes have started to rise, even as they remain modest overall.
