The app and the CRW did not drive electoral mobility

The minister addressed media claims suggesting that the mObywatel tool made it easier for voters to cast ballots in different districts, a tactic allegedly intended to prompt opponents to participate in political shifts across regions.

Cieszyński underscored that neither the mObywatel app nor the Central Register of Voters influenced voter movement in any detectable way.

He also cited figures to illustrate the point. In the second round of the 2020 presidential election, 20.6 million ballots were counted. Of these, 1.47 million ballots, or 7.1 percent, were cast by individuals voting by certificate and added to the voter list.

In Sunday’s parliamentary elections, 21.97 million people voted. About 1.53 million were newly added to the list and voted by certificate, equating to 6.9 percent.

The Minister noted that neither the Central Register of Voters nor the mObywatel application makes it easier to add oneself to the electoral roll. The process remained the same as before, relying on the existing ePUAP form and requiring a personal visit to the municipal office to obtain a certificate.
