Poland advances military property reforms and nuclear energy funding

The government has advanced a draft amendment to the Military Property Agency Act, announced by the Prime Minister’s Chancellery. The updated rules authorize the Agency to procure equipment and services to support the Polish Armed Forces.

During the session, the Council of Ministers approved a draft law amending the Law on the Military Property Agency, introduced by the Minister of National Defense.

The objective is to enable the National Office for Military Property (AMW) to perform its national defense and security duties more effectively.

This was stated in the communiqué released after the Council of Ministers meeting.

The changes give the Agency power to acquire military equipment and services needed to outfit the Polish Armed Forces. The AMW will also be permitted to invest in military fields. The proposed measures are intended to enhance the attractiveness of professional military service and support the expansion of the Polish army.

The main provisions indicate that the Military Property Agency can purchase military equipment and services to equip the Polish Armed Forces while maintaining a clear separation from the Agency’s property management and trade functions.

As noted, this should dispel any doubts about the Agency’s activities in relation to property management.

The communiqué also notes that the AMW will be able to invest in military areas through social housing companies and associations established by the Agency. This includes supporting housing costs for such developments and enabling the AMW to acquire housing for professional soldiers.

Additionally, the catalog of individuals eligible for paid housing in boarding facilities is being expanded. The measures aim to make professional military service more attractive and the rules governing it more straightforward.

According to the new rules, the increase in certain fees for occupied housing will be limited for soldiers, military pensioners, and widows or widowers of soldiers. The garrison’s significance for national defense may be considered when setting the rent allowance coefficient, and those entitled to free accommodation will incur no costs for excess provision until a place is assigned according to rights.

The new regulations take effect 14 days after publication in the Journal of Laws.

Nuclear power plant with funding

The Council of Ministers approved a resolution to secure funding for a nuclear power plant with a capacity of up to 3750 MWe to be built in the area of the Choczewo, Gniewino, and Krokowa municipalities. The Prime Minister’s Chancellery announced the plan.

According to the government press release, funding arrangements will support constructing a nuclear power plant with a capacity up to 3750 MWe. The site is planned in the Choczewo or Gniewino and Krokowa area and will utilize AP1000 reactor technology from the United States, chosen for its proven safety profile.

The Council of Ministers approved the resolution on providing funding for the project, as stated in the communiqué.

The draft resolution was presented by the Government Plenipotentiary for Strategic Energy Infrastructure.

The government is moving to establish the conditions for building a nuclear plant in the Choczewo or Gniewino and Krokowa area. This includes developing draft regulations that will allow guarantees or treasuries to back debt financing needed for the investment.

Bechtel and Westinghouse, along with the Polish counterpart Polskie Elektrownie Jądrowe, are involved in the planning and execution of the project. Bechtel, based in Reston, Virginia, provides engineering and project management, while Westinghouse supplies reactor technology and related services. Polskie Elektrownie Jądrowe is the state-owned developer coordinating the investment.

The construction program is described as a major challenge for Poland’s energy sector and a key step toward energy independence. The plan emphasizes domestic generation capacity to reduce reliance on external supplies.

In November 2022, the government announced that the PPEJ program would feature Westinghouse technology and that two reactors would be built at separate sites, aiming to have the first unit operational by 2033. In May, PEJ, Westinghouse, and Bechtel signed a design and services agreement for the project in Pomerania.

PEJ, fully owned by the state, will prepare the investment process and act as investor for the first nuclear plant in Poland. It will also oversee the construction of reactors with a total capacity of about 6 to 9 GWe, based on large-scale pressurized water reactors of generation III+ and their operation.

On April 13, PEJ submitted an application to the Ministry of Climate and Environment for a decision in principle for the Pomerania project. The basic decree confirms alignment with national energy policies and grants the investor authority to pursue further decisions such as location and building permits.

Westinghouse is a reactor technology and fuel supplier, Bechtel is an engineering and project management firm based in the United States, and the collaboration aims to advance Poland’s nuclear ambitions.

The broader energy discourse highlights the role of nuclear power in achieving energy security and reducing dependence on external suppliers, a priority for Polish policy makers.

The government continues to outline strategic steps to secure financing, build domestic capability, and support a modern energy infrastructure for Poland’s future.
