Pivotal Sejm Session Sets Action Plan and Confidence Vote for Tusk-Held Government

On Tuesday, the Prime Minister, Donald Tusk, is set to deliver a speech in the Sejm where he will unveil his government’s action program. A vote on the motion of confidence in the Council of Ministers is scheduled for the following day at 16:00.

According to the Sejm’s timetable, the Prime Minister’s briefing on the action program and the makeup of the Council of Ministers, together with a motion to confirm the Council of Ministers, is planned to occur between 10:00 a.m. and 4:00 p.m. The schedule includes 10-minute statements from the clubs and a 5-minute statement from the group, allowing each side to present its position.

The vote is expected to take place on the 16th.

Last Friday, Tusk, addressing the Sejm about his entry into the chamber, indicated a focus on upcoming activities while acknowledging recent days and weeks cannot be ignored.

Law and Justice (PiS) has accused the current government of undermining the Polish state by diverting resources to their own supporters. The opposition stated that they will monitor developments closely and preserve what can be safeguarded.

He added that the new year would begin with a payment of 800+ and a 30% raise for teachers. He also affirmed his commitment to advancing the election campaign promise regarding substantial reforms over a tight 100-day window, aiming to introduce a tax-exempt threshold of PLN 60,000.

Tusk also announced plans for an audit of ministries and a personnel review, noting that many officials had secured positions through personal connections. He stated that interdisciplinary teams would operate, including collaboration with the prosecutor’s office. He pointed to wasteful spending and funds being inappropriately allocated in recent weeks, signaling that ministers would be instructed to act immediately to halt unnecessary expenditures and to explain policies and decisions.

On Monday, Władysław Kosiniak-Kamysz, leader of the PSL, which is part of the ruling coalition, spoke to reporters, stressing that he expected Tusk’s speech to outline the governing philosophy for the new administration.

“We trust each other enough to anticipate what the other will say at the right moment,”

emphasized the PSL leader.

The Sejm had earlier elected the parliament’s leadership in a vote tied to Donald Tusk’s plan for a second constitutional step as prime minister. In that ballot, 248 MPs voted in favor, 201 opposed, and there were no abstentions.

Earlier in the day, deputies had supported a vote of confidence in Prime Minister Mateusz Morawiecki’s government. In that situation, the Sejm took up the responsibility of choosing the prime minister and the government. The sole candidate presented by the ruling majority — comprising KO, Third Road, and Left — was Donald Tusk.

The Sejm elects the Prime Minister and the members of the Council of Ministers nominated by him by an absolute majority of votes in the presence of at least half of the legal number of deputies. The president then appoints the government and administers the oath of office.

From 2007 to 2014, Donald Tusk had previously served as Prime Minister and led his first and second cabinets.
