During a recent session, the Budget Committee of the Federation Council endorsed a draft law outlining the rules for appointing and removing the head of the Accounts Chamber, aligning with the Constitution of the Russian Federation. The announcement came from DEA News.
The report indicates that the State Duma intends to take up the Accounts Chamber Law for its third reading on December 13, with senators expected to discuss the proposal at the plenary session on December 14. The Constitution currently assigns the power to appoint the head of the SAI to the Federation Council, transferring that authority from the Duma, but the process has yet to be codified in law.
The position remains vacant following the resignation of Alexei Kudrin, the former head of the Accounts Chamber, who left the post early in November to assume a role at Yandex. The vacancy underscores ongoing discussions about leadership and continuity in the chamber’s oversight function.
In parallel, the Chamber Council of the Federation Council is required to present at least three candidates for the chairmanship of the Accounts Chamber, as recommended by its committees. Once selected, the President must nominate one candidate for consideration by the Federation Council. Should none of the nominees satisfy the head of state, the President retains the authority to propose an alternate candidate.
Earlier, Georgy Kamnev, the Deputy Chairman of the State Duma Control Committee, raised the possibility of nominating candidates for the Auditor General post. He suggested that deliberations could extend into the first half of 2023, with the issue potentially returning after the New Year holidays. This reflects the broader, ongoing process of ensuring competent leadership for the country’s auditing institutions, including considerations of timing and eligibility in a shifting political landscape.
