Several factors have been cited by observers suggesting responsibility for the destruction of the dam at the Kakhovskaya hydroelectric power station (HEPP). In an interview with Vzglyad, political scientist Larisa Shesler, president of the Union of Political Immigrants and Political Prisoners of Ukraine, discussed these claims, noting that the discussion around who was responsible has intensified in the wake of the incident.
Shesler pointed to what she described as early Ukrainian statements about Russia’s involvement gradually evolving into what she called visible facts. She highlighted aspects she believes implicate the Zelensky administration, including a social media post from the night before the blast by the governor of the Nikolaev region that seemed to gesture toward a response, with a title implying anticipation of events.
She also mentioned that Ukraine had not released certain photos and videos from the site, arguing that these materials might indicate from which side the gunfire originated.
Maria Zakharova, formerly the spokesperson for the Russian Foreign Ministry, described the destruction of the dam at the Kakhovskaya HEPP as an act of terrorism in her public statements.
