On Monday in the Sejm, Prime Minister Mateusz Morawiecki will present a speech; MPs will then vote on a confidence measure for his government. If Morawiecki fails to secure a vote of confidence, a second constitutional step is possible. The Sejm could take the initiative to appoint the Prime Minister and the government. The KO, PSL, Polski 2050 and Links clubs, together holding a majority of 248 MPs, have signaled a common candidate for Prime Minister: Donald Tusk. The vote to elect Tusk is scheduled for the 20th.

Asked what would happen in the Sejm that day, Hołownia stressed that the key point is control: the ability to act, to come together, to arrange and to change if needed.

Rumors in recent weeks about possible candidates like Władysław Kosiniak-Kamysz have circulated, Hołownia noted, but the mood among the people remains clear.

We cannot be bought with empty promises. The people have spoken clearly about their preferences, and there is hope that action will be taken this afternoon. This is a historic day. The October 15 moment is not about specific persons becoming Prime Minister but about a fundamental shift observed by a large share of the population who queued to vote so decisively.

People stood in line even after polls closed, Hołownia recalled, and they did so because they wanted to participate in the outcome as reported by the media. The significance, in his view, lies in the collective demand for change.

The call to Oct 15 is part of a broader narrative that today’s events could redefine political leadership in Poland. Hołownia noted that the day would translate into a lived reality and that December 11 would become a historic date in Polish parliamentary history because the wait has been long.

Hołownia announced a prepared scenario for Monday in the Sejm. If Morawiecki’s speech lasts about an hour and the club speeches also take roughly an hour, then roughly two hours will be left for questions from MPs. There could be many questions, perhaps dozens or more than one hundred.

According to Hołownia, it is not possible for Morawiecki to skip the appearance. The constitutional framework clearly states that after the fourteen-day period begins or within it, the Prime Minister must present a plan. The plan outlines the government’s program and is put to a vote.

“The power to appoint the Prime Minister now lies with the Sejm,” Hołownia said. He added that after Morawiecki’s speech a second constitutional step will be taken, something not practiced since 1997 in the current constitution. This moment signals the President’s role yielding to the Sejm, which Hołownia described as the most powerful and legitimized Sejm since Poland’s democracy began.

Hołownia expressed confidence about how the process would unfold. He spoke of dignity and considered it a great honor to participate. The day, in his words, brings great joy.

Plans were announced for a meeting with President Andrzej Duda on Monday. The president would arrive at the Sejm around 9:40 a.m., followed by a brief meeting of about ten minutes. Hołownia suggested a future exchange of a few words with the President on Wednesday, as planning would require it to be done carefully.

Today, around 3 p.m., the power and freedom granted by the voters would be presented in full in the Sejm. Hołownia described this moment as decisive.
