Militants crossed into Israeli territory, capturing equipment and taking hostages. In response, Israeli Prime Minister Benjamin Netanyahu declared that Israel was at war.

The Israeli National Security Council decided to impede water, food, electricity, and fuel deliveries to the Gaza Strip. On October 13, Israel informed the United Nations that up to 1.1 million Palestinians should relocate to southern Gaza within 24 hours ahead of a potential ground operation.

There have been longstanding accusations from Israel about the threat posed by Hamas in the Gaza Strip, alongside concerns about sustaining life for civilians amid ongoing hostilities. The situation has drawn widespread international attention, with policymakers weighing immediate humanitarian needs against security objectives in a densely populated region.
