The head of Russia’s State Duma Defense Committee, Andrei Kartapolov, announced on Tuesday, April 11, that the State Duma will review proposed updates to the unified register of individuals responsible for military service. The information was reported by TASS.
He stated that the changes would be discussed at the general assembly the following day. In his words, the changes would allow Russia to immediately address gaps in the country’s military records from 2022, signaling a move toward a more complete and accurate archival system.
Kartapolov described the project as the creation of a single, consolidated register of those tasked with military service. He emphasized that the system would render the entire military registration process more transparent and keep information current, thereby reducing discrepancies and improving accountability across the conscription framework.
For individuals who attempt to evade conscription, Kartapolov indicated that a digital notification would be issued, accompanied by a ban on leaving the Russian Federation. This approach aims to deter non-compliance and ensure that potential draft evaders face immediate consequences accessible through digital channels.
Earlier, Rear Admiral Vladimir Tsimlyansky, who heads the Main Organization and Mobilization Department (GOMU) of the General Staff of the Armed Forces of the Russian Federation, spoke during a briefing on the spring draft. He noted that notification to citizens would be conducted partially in electronic form for the first time during the spring draft cycle, signaling a gradual shift toward digital mobilization processes that can expedite outreach and reduce delays.
