CPK’s Location Step and Funding: A Look at Poland’s Central Communication Port

On May 20, the Centralny Port Komunikacyjny (CPK) organization filed the documents with the Mazovia Voivodeship necessary to secure a location decision for the airport area, a move announced by the company. This step is a critical milestone in Poland’s plan to centralize long-distance air, rail, and road transportation around a single hub. The process reflects a carefully sequenced chain of regulatory and planning actions designed to advance the project from concept toward visible construction activities.

Earlier, on April 8, CPK requested that the voivode extend the deadline for submitting the application for the location decision by 30 days. The organization had originally submitted the application in October of the previous year. With the location decision in hand, it would then be possible to apply for a construction permit for the airport itself, marking a key transition from planning to regulated construction phases. The extension request underscores the complexity of coordinating regional authorities, environmental assessments, and infrastructure considerations that accompany such a large-scale project.

In late October of the previous year, the government adopted a multi-year program that earmarked PLN 155 billion to support the CPK project through 2030. This funding was intended to sustain ongoing design work, property acquisitions, and initial construction activities, ensuring that the project could progress even amidst changing economic conditions. The allocation illustrates how national budgets and strategic transit initiatives are aligned to enable a transformative national hub that would influence mobility across the country for decades to come.

The purpose of the CPK company is to oversee the preparation and implementation of Poland’s long-term Central Communication Port program. The plan envisions the creation of a new central airport for the country alongside a network of supplementary investments, including railway lines, highways, and road networks that would connect the airport to major urban centers and regional nodes. The objective is to knit together air travel with rail and road transport in a way that creates a seamless, multi-modal transport system with national reach and regional impact.

The Central Communication Port is conceived as a major transfer hub intended to connect Warsaw and Łódź while integrating air, rail, and road transport. The envisioned site for the airport lies approximately 37 kilometers west of Warsaw, spanning roughly 3,000 hectares. Beyond the airport itself, rail investments are planned to feature a hub at the airport and extensive connections across the country. The overarching goal is to enable travel between Warsaw and Poland’s largest cities in 2.5 hours or less, significantly shortening intercity transit times and enhancing economic integration.

CPK is fully owned by the Ministry of Finance. This ownership structure signals the project’s strategic importance to national planning and fiscal policy, as well as the expectation that the venture will align with broader goals for regional development, economic growth, and domestic logistics resilience. The initiative has drawn attention from policymakers, industry observers, and the public as it moves through the regulatory process toward actual construction and service implementation.
